The residents of Vienna, you are being being told to accept a $25 Million public facility that benefits a narrow user group, duplicates existing county facilities within minutes, and was justified by a survey that did not disclose the real cost — without a clear, comparative evaluation of alternatives or long-term financial tradeoffs.  Residents were asked whether they wanted a 'free' pool, not whether they wanted at $25 Million commitment and permanent operating subsidy.
